Interest Received = Rs. 996
So, average rate

= \frac{(996 \times 100)}{3 \times 7000} = \frac{166}{35} %

Now apply alligation:

So, the ratio in which the money was lent at

4 %

and

6 %

is 22: 13
So, the amount lent at

6 %

= Rs. 2600. Hence option (b)
