From option (c),
25 + 15 ÷ 5 × 4 - 16 = 21 (using VBODMAS rule)
⇒ 25 + 3 × 4 - 16 = 21
⇒ 25 + 12 - 16 = 21
⇒ 37 - 16 = 21

LHS = RHS
So, option (c) is correct.
