Out of the options, sentence D mentions what some of those questions were. Sentence E describes what could be a possible perception by "him” - which is the headwaiter and hence sentence E is next. Sentence B is one of the observations regarding the waiters and sentence C describes whom they have replaced. Sentence F finishes the author's perception of these new waiters.
