Answer: Option A Answer: (a) Before independence, M.Visvesvaraya’s “District Development Scheme: Economic Progress by Forced Marches” published in 1939, was the first significant attempt at evolving a methodology for decentralised planning. In his district plan, Visvesvaraya worked out a concrete programme of action for the economic reconstruction of the countryside. His scheme of district planning included main lines of development, district organisation, village and town organisations and aid development. After independence, in every plan, local planning was recognised as an important requirement for local development.
