According to the question,
? = 54 ÷ 16 - 3 × 6 + 2
from the question by changing the symbols, we get
=  54 - 16 × 3 + 6 ÷ 2 (using VBODMAS rule)
= 54 - 16 × 3 + 3
= 54 - 48 + 3
= 6 + 3 = 9
